What is the difference between WorkSafeBC and ICBC physiotherapy coverage in BC?
WorkSafeBC covers injuries that happen at work, and ICBC covers injuries from a motor vehicle crash. Which applies is decided by how the injury happened, not by preference. The allocations differ: WorkSafeBC funds a treatment period of up to 10 visits or 5 weeks with extensions after that, while ICBC pre-approves 25 physiotherapy sessions in the first 12 weeks after a crash. If you were driving for work when the crash happened, both may be relevant and WorkSafeBC is usually the starting point.
Two funding systems, two sets of rules, and one question that decides which applies: where and how did the injury happen.
People often assume the systems are broadly similar because both cover physiotherapy without a referral and both direct bill. The allocations and the deadlines are quite different, and knowing which one you are in changes what you should expect.

THE COMPARISON
How the two systems differ
The first block of treatment
WorkSafeBC funds a treatment period of up to 10 visits or 5 calendar weeks, whichever comes first, then extensions on request. ICBC pre-approves 25 physiotherapy sessions within the first 12 weeks after a crash, with no request needed to use them.
Who approves more treatment
Under WorkSafeBC, a case officer approves each extension before it starts. Under ICBC, the first 12 weeks are pre-authorised outright, and approval only enters the picture after that window.
The deadline that binds you
WorkSafeBC gives you one year from the date of injury to apply, under section 151 of the Workers Compensation Act. ICBC's structure is built around the 12-week Early Access Period from the date of the crash.
Massage therapy at Launch Rehab
ICBC claims for registered massage therapy are accepted, with a small surcharge on some session lengths. WorkSafeBC claims for massage therapy are not accepted at any Launch studio.
What both share
Neither requires a doctor's referral to see a physiotherapist in BC, both are direct billed by Launch Rehab, and both are available at all five studios.
DECIDING
Which one applies to you
The test is how the injury happened, not which system you would prefer. Hurt lifting stock in a warehouse: WorkSafeBC. Hurt in a crash on a Sunday drive: ICBC. That covers most situations cleanly.
The overlap case is a crash that happens while you are working, and it is more common than people expect: delivery drivers, trades travelling between sites, anyone driving as part of the job. Both systems can be engaged.
In that situation WorkSafeBC is usually where you start, because a work-related crash is a workplace injury. Report it to your employer, file the WorkSafeBC claim, and tell WorkSafeBC that a motor vehicle was involved. They will tell you how the two claims interact rather than leaving you to guess, and you should not try to run both in parallel without telling each of them about the other.
Do not delay treatment while working out which system applies. Book the assessment, tell the clinic what happened, and sort the funding question alongside treatment rather than before it.
AT THE CLINIC
What changes in practice
The physiotherapy itself is the same standard of care under either system. What differs is the documentation and the framing of goals.
WorkSafeBC treatment is oriented around return to work, so your physiotherapist will ask detailed questions about your job duties and will report progress to a case manager on a fixed schedule. ICBC treatment is framed around recovery from the crash more broadly.
Either way, bring the claim number. That single piece of information is what lets the clinic direct bill so you pay nothing at the desk for covered visits.
